GENERACIONES CLIENTELISMO Y VOTO DE OPINION (II)

Es curiosamente, Gaviria quien liderará el derrocamiento, también de Oscar Velez Marulanda, cristalizado cuando éste decide no acompañarlo en su aspiración presidencial y se consolida entonces “Unidad Liberal” orientado esencialmente por Juan Guillermo Ángel (descendiente de uno de los blancos que hablábamos la semana anterior) y otros. Es esta entonces la tercera (o cuarta) generación de dirigentes políticos del departamento durante el siglo XX: El Coronel-Camilo-Oscar-Gaviria/Ángel…Para ese entonces ya estamos en los 90 y el clientelismo, del que también hablamos en la pasada columna, se ha extendido como la forma básica de hacer política, no sólo, en Risaralda sino en la nación entera.

La constitución del 91 pocos cambios reales marcó en la dinámica política, pues más allá del carcelazo al Alcalde de Bogotá Caicedo Ferrer por el tema de los auxilios, la cancelación -por Gaviria- de la figura del Veedor del Tesoro Público (Veedor: no vea!, Orlando Parra, La Tarde, Junio 10 de 1993 (Haz Plural 1991-2003, Pereira, Pág. 49)) eliminó cualquier asomo de real control del uso de los dineros públicos, es decir del dinero “de todos”, en pos de intereses políticos, que son absolutamente individuales…más allá de la “pose”

Ángel paulatinamente cederá el terreno a Rodrigo Rivera Salazar y a su séquito, dándose un cambio de nombre, de persona, pero no de estilo. Así se consolida la última generación del siglo XX y la primera del XXI. Del sequito de Ángel sobrevivirá Diego Patiño Amariles. Es en ese escenario donde emerge la figura del Bugueño Juan Manuel Arango Vélez.

Arango Vélez es el resultado lógico de todo el proceso que hemos venido ilustrando. Su extendida clientela es manejada a la perfección: se fabrican desde micro hasta macro dependencias. Su paso, en dos ocasiones, por la alcaldía de Pereira, con el mayor presupuesto público en el departamento y hasta en la región, lo ha consolidado. Su capacidad para asumir las actitudes populistas de los caciques que lo han antecedido, entre otras, lo han puesto como una ficha central del ajedrez político del momento. Pero, nuevamente, tal cual ha sucedido, y tal cual lo sabe él, quien parece ser un asiduo lector de historias biográficas de dirigentes: no hay reinado que dure para siempre. El actual proceso electoral ha puesto en un aprieto a Arango Vélez: aún, a pesar de claramente merecerlo, no es una figura que pueda dar el salto a lo nacional y desprenderse con delicadeza de lo local, como lo hicieron, en su debido momento, Ángel y Rivera; pero es consciente de que dos candidatos a la alcaldía de Pereira, clientelista-mente, también, cercanos a él…simbolizan abiertamente el normal proceso de renovación, de cambios generacionales: los señores Santa y Londoño, por ello ha decidido aferrarse al poder con un candidato de su entera confianza. Si es que la “confianza entera” existe en política.

Tal vez Juan Manuel se siente atrapado por la propia maquinaria que él no creo, pero si desarrolló; tal vez no sea consciente de que más allá de las prebendas, ha despertado, en una buena cantidad de dirigentes y de ciudadanos, una actitud hacia él como líder mismo, que lo beneficiará electoralmente, con o sin el presunto control del estado local; tal vez olvido que se hizo re-elegir como alcalde, en contra de quienes detentaban la administración, probando así, desde ese entonces, que no necesitaba tener alcalde para continuar su carrera política; tal vez ha olvidado que el relevo generacional, casi siempre, es beneficioso; que Duque no fue el títere que él esperaba cuando logró que lo sucediera; que éste no pudo imponer su candidato, que la alcaldesa siguiente tampoco pudo imponer la suya, que, entonces, "cero y van dos" seguidas; y que, tal vez, esas situaciones muestran que, como es normal en las ciudades en crecimiento, viene emergiendo y se hace cada vez mas decisorio, el voto de opinión, en este caso, en la ciudad-centro-región-occidental: PEREIRA…o tal vez, si es consciente en parte o en todo…

El ajedrez político muestra entonces en Pereira a dos grandes bloques en disputa. Arango con Baena por un lado y los miembros del "Pacto del Comercio" con Santa y otros en la esquina contraria. En el centro de ese cuadrilátero, casi como Árbitro se encuentra el candidato de ese suprapartidismo curioso que se reúne en torno al partido de la U: Israel, el hombre de la http://www.fuerzai.com/. Juan Manuel tiene claro que su gran juego es la división: es una máxima anterior a Maquiavelo: “divide y reinaras” y sabe que su peor escenario, precisamente, sería aquel en el que se consolidara la unión del Pacto del Comercio: lo que muy seguramente suceda, con un solo candidato o que, incluso, en algún momento de acá a Agosto-Septiembre-Octubre se de una unión entre estos y quien se ha ubicado en el centro; lo cual intentará, por todos los medios, que no suceda…

Esa es la partida, y, apenas comienza: es una lucha entre Generaciones, donde los instrumentos esenciales, son el clientelismo (sumado al neo-clientelismo) y el voto de opinión: y dónde ganará quien mejor sepa combinarlos...

Me parece que ubicar a camilo desde los años 30 no es acertado. Antes los negros tenían un lider llamado el Buey el cual dirigía a los liberales negros o boisistas,los cuales se llegaron hasta dar bala en el parque de Bolívar con los liberales blancos cuyo líder era santiago Londoño padre; el cual dirigía la logia 29 de la masonería. Esta ultima no ha sido estudiada) me refiero a la masonería) a fin de desentrañar su i9nfluencia sobre todo en el liberalismo y sus ulteriores jefes regionales hasta hoy.

Me atrevo a lanzarte esta idea a nivel de interrogante; ¿Qué explicación tienen en el fortalecimiento del partido liberal y su ulterior hegemonía, los asesinatos aún no aclarados del lider conservador mas importante de Pereira Salazar Robledo ; y del líder de la masonería liberal que se vislumbraba como líder y director del periódico la tarde, Cesar Augusto López Arias?.
